Tinker's Construct was created by mDiyo, and is being developed by boni. It's used for a multitude of purposes, primarily for making basic to advanced tools and weapons. You also can use a Smeltery for efficient ore processing. Other parts of TC include new mobs, inventory extensions, and many, many new decorative and functional blocks.

The current (boni) mod version (for Minecraft version 1.7.10) is 1.8.8
This mod's older (mDiyo) versions can be downloaded on this forum page.
Newer versions are to be downloaded from here.
Bugs can be reported here, but make sure it's a bug and not a user error.
The current stable mod version (for Minecraft version 1.6.x) is 1.5.5.7
No, there isn't a 1.8 build out at the moment, but the work is definitely being done!
